A persistent shoplifter has avoided jail and is to be punished by being made to hold a conference with at least one of the shops he has stolen from.

Birmingham magistrates yesterday (22nd August) told 42 year-old David Robert Merriman  that this ‘restorative justice’ conference will enable him to understand the impact his thefts are having on the shop, and on the wider community because of the price increases that thefts cause to the public.
Restorative justice (RJ) is being trialled in various parts of the UK, including Castle Vale. Supporters of RJ see it as a humane alternative to prison; opponents see it as a soft option used by a society whose prisons are full.
In this particular case, Merriman has also been given a three-month prison sentence, but it has been suspended for twelve months on condition that he completes the RJ programme, and obeys a series of other restrictions.
He has been caught shoplifting on three separate occasions in the past ten days.
They include:

  • 10th August: stealing deodorant worth over £30 from BP Express
  • 17th August: stealing £300 of goods from B&M in Castle Vale
  • 19th August: stealing £20 of chocolate bars from Sainsbury’s service station in Castle Vale.

Merriman has also been banned from entering the following shopping areas for two years:

  • Fort Retail Park
  • Castle Vale Retail Park
  • Princess Alice Shopping Centre
  • LIDL supermarket on Kingsbury Road
  • Ravenside Retail Park

He has also been ordered to have treatment for drug dependency, and to take positive steps to try and get a job or an apprenticeship.

Residents are being warned about a scam involving council tax refund.

A caller is telling people that they have paid too much council tax. He offers to get their money back for free, and then asks for their bank details.
Council boss Chris Gibbs says “Neither the council nor its associated companies will ever contact people in this way or request payment over the phone, so I would urge anyone receiving such a call not to disclose personal or financial information. If anyone has any queries about their Council Tax payments then they should contact the council directly.”

The trader’s action follows a government announcement banning the weapons from 18th August.
The amendment to the Criminal Justice Act 1988 now bans the sale, manufacture, rental or importation of knives often referred to as ‘zombie knives’, ‘zombie killer knives’ and ‘zombie slayer knives,’ the Home Office announced.
The knives can have cutting blades of up to 25 inches, have a serrated edge and include images or words that glamorise violence.
This year, says the Home office, 13 police forces undertook coordinated action against knife crime, with further weeks of action planned for later this year. The coordinated response by police resulted in 401 arrests, 2,111 weapons taken off the street, and involved targeting habitual knife carriers, weapon sweeps, test purchases of knives from identified retailers and use of surrender bins.
The CID team have described the Erdington trader as ‘responsible’ for his actions today, following the banning of the weapons.

A Castle Vale shoplifter with a string of previous offences has avoided jail after his latest crimes.

Stephen John Jefferies, aged 32, of Castle Vale admitted being in possession of an illegal lock-knife in June this year, and stealing toys from Smyths on 24th August. Magistrates gave him a four week jail sentence for the theft, and an eight week sentence for the weapon offence, but suspended them both for 12 months.
They also placed him on an eight week curfew, insisting that he stay at his home in Cosford Crescent between 9pm and 7am.
Earlier this year, magistrates ordered him to pay a £50 fine after he stole L’Oreal creams from Lloyds Chemist on 11th May.
He also stole £100 of fragrances from Boots on 23rd March.
He also stole three bottles of perfume worth £75 from Lloyds Chemist in Castle Vale on 20th April.
In November 2014, magistrates had put him on a curfew after he stole handbags from TK Maxx on six occasions in just three weeks.
Magistrates have previously ordered him to attend courses organised by the probation service because he failed to keep court appointments, or to respond to their penalties.

A man has admitted stealing an £800 mountain bike from a home in Castle Vale.

Glen Ford, aged 33, from KIngs Norton, pleaded guilty to the offence last week at Birmingham magistrates court.
He admitted stealing the Fuji Nevada bike form a home in Merlin Close in July.
He was ordered to pay £800 in compensation, and was given a 12-month jail sentence, suspended for 12 months.
The court heard that he had a record of offending and drug misuse, and had previously shown a poor response to non-custodial orders from the court.

The Home Office has announced that it will provide a pot of £1.5 million via its Prevent Strategy to stop people being radicalised by fanatical groups.
This is a Small Business Research Initiative (SBRI) competition run in partnership with Innovate UK. The competition is part of the government’s Prevent Strategy. It will be funded through the Project Innovation Fund for Prevent.

Terror suspects can be detained for another week

Police have been given extra time to question five men who were arrested last Friday (26 August) on suspicion of terrorism offences.

Magistrates at Westminster have allowed the police to detain the suspects for a further seven days.
Three of the men were arrested by West Midlands Counter Terrorism officers in Birmingham and two in the Stoke area of Staffordshire on suspicion of being concerned in the commission, preparation or instigation of acts of terrorism.
Following the arrests, searches were conducted at a number of locations in Birmingham and Stoke; a search of premises in Lee Bank was supported by the Army Bomb Disposal Team. The searches concluded on Tuesday.

A man has been jailed after he stole admitted stealing a handbag from a Castle Vale store last week.

Anthony James Carey, aged 36, of Ward End, stole the handbag worth £79.99 from TK Maxx last Friday (26th August).
He was under supervision having been released from prison recently. Magistrates said that he had a record of similar offences, and had failed to respond to the court’s judgements previously.
Yesterday, Birmingham magistrates jailed him for a total of twelve weeks.

David Anthony Peter Moore, aged 28, of Upavon Close in Castle Vale, had pleaded guilty in August to producing a class b drug. His father, Peter Terrence Moore, of Newcastle Croft, pleaded guilty to a similar offence and to theft of electricity.
The judge at Birmingham Crown Court yesterday sentenced both men to eight months in jail, suspended for 18 months. David Moore was given a five-month tagged curfew; Peter Moore is to be tagged for four months.
The court heard that this was an organised operation, and that two premises had been used for the cannabis cultivation. One of the premises was in Upavon Croft in Castle Vale, the other at Stokesay House in Erdington.

Record low numbers of young people in custody

The number of young people in custody in England and Wales has fallen to its lowest ever level, according to the Youth Justice Board.
s300_yjb_logo_gov-ukThere were 861 young people in custody in July 2016, 73% lower than October 2002 when there were 3,200, says Colin Allars, Chief Executive of the Youth Justice Board.
“Those working across the whole youth justice sector have delivered a huge reduction in the numbers of children in the system – falling from 147,800 at its peak in 2006/7 to just 37,900 in 2014/15,” he said today.
“This has significantly reduced the impact of young people’s offending on society, their potential victims, and on the young people themselves, as well as helping to deliver savings to the economy.”

Christopher Lester Read, aged 52, of Edgbaston Road in Birmingham, pleaded guilty at Birmingham Magistrates Court to causing unlawful damage to an S Type Jaguar, a Ford Ka and an Audi 3.
All offences occurred on 4th September.
He has been ordered to appear at Birmingham Magistrates Court later this month, and has been placed on a curfew, and ordered to keep out of Prestwick Road in Castle Vale. He has also been told to co-operate with mental health treatment sources.

Arrest after fatal stabbing in Washwood Heath

A 25 year-old man has been arrested after a man in his 20s died from stab wounds in a street fight in Washwood Heath last night.

Police have launched a murder investigation.
The incident happened on Highfield Road just before 10pm. Several men were involved in the fight.
Emergency services tried to treat the wounded man, but he was pronounced dead at the scene.
The area has been cordoned off while detectives carry out their investigation.
Detective Inspector Shaun Egan, from Force CID, said: “The attack happened at a time when we know there would have been a number of people in the area and we need to speak to anyone who saw what happened.”

A teenager has been sent to Crown Court, charged with attempted murder.

The 17 year-old, who cannot be named, lives in the Tyburn area.
Birmingham Magistrates remanded him in custody until his Crown Court hearing later this month. He is also charged with attempted malicious wounding, possession of an offensive weapon, and with three charges of intimidating potential witnesses. The incidents took place in June and August in Sutton Coldfield.

A man has been caught committing a drugs offence in Birmingham less than three months after he was jailed for 12 months for his part in a drugs ring.

Duane Conrad Butlin, aged 35, of Padgate Close in Castle Vale, was this week fined £50 for being in possession of cannabis in Perry Barr on 3rd September.
In June, he was one of a group of ten people reported by police as having been jailed by a judge at Birmingham Crown Court for his part in a gang that supplied cannabis, cocaine and heroin. On that occasion, he was found guilty of conspiracy to supply cannabis. He was described by police then as a minor player in an organisation that produced, farmed and supplied illegal drugs locally on an industrial scale.
Police say that he has now been recalled to prison.

Magistrates have ordered a Castle Vale teenager to keep out of the Stars Taxi office in Erdington, and have told him not to use Star taxis.

The 16 year-old, who cannot be named, has pleaded guilty to using threatening behaviour in an incident in Erdington in November 2015.
He has pleaded not guilty to being in possession of an illegal knife.
The teenager is due in youth court for the trial next month.

A 46 year-old man has avoided a jail sentence after he admitted a series of harassment offences in Pype Hayes.

Ian Austin of the Tyburn area in Birmingham, was given a jail sentence totalling 20 weeks, but suspended for 12 months, by Birmingham Magistrates this week.
Despite a ban preventing him from attending a named property in Pype Hayes, he admitted visiting the home on several occasions, in June, August and twice in September. He also admitted damaging the lock on one of the recent visits.
Magistrates ordered him to undergo treatment for alcohol dependency.

Castle Vale’s sad anniversary

Tomorrow (September 21st) marks the fifth anniversary of one of the most tragic events in Castle Vale’s history.

It was on 21st September 2011 that 10 year-old Callum Henry was knocked off his bicycle and killed by a speeding motorist on Farnborough Road.
The driver, who was jailed for 18 months for causing death by careless driving, was judged to have been travelling at 57mph when he hit Callum’s bike.
Callum, a pupil at Topcliffe School, died the next day in hospital.
Apart from the memorial bench outside Castle Pool, one of the lasting legacies of Callum’s short life is the 20mph speed limit around the estate. The tragedy inspired a local road safety campaign that resulted in the reduced speed limit across the whole of Castle Vale.

A Castle Vale man has been sent for trial charged with firearms and illegal weapons offences.

Samuel Michael James Harris, aged 24, of Park Lane, is charged with being in possession of an illegal lock knife, and of being in possession of a disguised, prohibited firearm designed to discharge noxious spray. The charges relate to incidents in June.
He is scheduled to appear at Birmingham Crown Court next month.

Luke Phillip Hanks, aged 20, of Kings Norton, is charged with being in possession of an offensive weapon, namely a baseball bat, in June. He is also charged with using or threatening unlawful violence.
He is to appear at Crown Court next month.

Carla Naomi Humpage and Daniel Robert Thomas Ryder, both aged 23, pleaded not guilty at Birmingham Magistrates Court this week to being in possession of cannabis, crack cocaine and diamorphine, with intent to supply, in November 2015 in Birmingham.
The Crown Court hearing has been set for next month.
